After installing Server, the Test Utility gives Error -203.

Probable Cause

This error is due to Terminal Services or Remote Desktop environment (Microsoft^®Windows 2003 or Windows 2008) being run in Application mode or running ActivePDF Server in a Citrix environment.

Resolution

Do not run ActivePDF Server in Remote Desktop Services or Citrix environments. Server can be run in a Terminal Services (Microsoft^®Windows Server 2003 and prior) environment only in Administrative mode. See your System Administrator or IT personnel for assistance.
